Detractors often complain that Boston is a city where deals do not get done because of a fractious political system and culture. But as drivers in the region begin to use the new Central Artery, Ted Williams Tunnel , and parks and other amenities, a question arises: How did the most expensive and complex public works project in America happen in the first place? At least part of the answer lies with the Artery Business Committee (ABC), a group of influential property owners and businesses that has driven the Big Dig from the very beginning of the project.

The Rappaport Institute and the Artery Business Committee held a panel discussion on "Civic Leadership and the Big Dig" on Monday, May 3, 2004 to celebrate the release of a case study on the Artery Business Committee. Over 90 participants attended the forum and received copies of the Rappaport Institute case study, "Civic Leadership and the Big Dig," written by David Luberoff of the Taubman Center for State and Local Government. The panel discussion was moderated by Alan Altshuler, director of the Rappaport Institute for Greater Boston and the Taubman Center for State and Local Government.

Panelists included:

  • M. David Lee, partner of Stull and Lee, Inc.
  • John Drew, chairman of Artery Business Committee and president of World Trade Center Boston
  • Michael Dukakis, former governor of Massachusetts
  • Jane Garvey, former administrator of Federal Highway Administration and vice president of APCO Worldwide
  • Mark Robinson, former Massachusetts Secretary of Administration and Finance and partner of Bingham McCutchen LLP.
