PROCESS AND EDITORS

Review Processes and Editorial Decisions:
The publication decision will be made within two months from submission except for research papers. Research papers will go through peer reviews, and the first review may take 8 to 10 weeks. Some research papers may not be published in the 2nd volume and be published in the 3rd volume due to the review processes.

Co-Editors in Chief:
Justin Rhee, Master in Public Administration 2005, KSG, Harvard University
Prior to attending Kennedy School, Justin served in the Office of the Assistant Secretary for Civil Rights, US Department of Agriculture. He provided technical assistance in strategically planning and developing action plans for the Assistant Secretary to institute changes in the areas of structure, systems, policy, operation and accountability. As a recipient of the Departmental Distinguished Achievement Award, he held many key roles and responsibilities in the Office of the Secretary, Assistant Secretaries and Directors within the department. He will return to his post upon earning an MPA degree in June 2005. Mr. Rhee holds a BA in political science and an MBA from George Washington University in Washington, D.C.  He has also studied at Oxford University in the U.K.  Mr. Rhee is a Korean-American.

You, Jong-sung, PhD Candidate in Public Policy and Doctoral Fellow of Inequality and Social Policy Program, KSG and GSAS, Harvard University
You, Jong-Sung's dissertation explores the mutually reinforcing relationship between income inequality and corruption and the adverse impact on social trust. Before coming to Harvard, his life was dedicated to struggles for democratization and social justice. He was imprisoned for more than two years because of his active role in a student anti-dictatorship movement. He served the Citizens' Coalition for Economic Justice, an influential advocacy NGO, as Director of Policy Research and later as General Secretary. Mr. You holds a BA in social welfare from Seoul National University and an MPA from Harvard University. Mr. You is a native of South Korea.

Joseph Stern, Lecturer in Public Policy, Senior Fellow, Asia-Pacific Policy Program
Center for International Development
Professor Joseph Stern has served as a resident economic advisor to economic ministries in Pakistan, Ghana, Sri Lanka, Malaysia and most recently Indonesia. In addition, he has frequently served as a consultant to various development agencies in Thailand, Venezuela, Korea, Tajikistan, and is currently working on regional development issues in Aqaba, Jordan. His research has dealt with issues of development, international trade, and industrial policy, and he has taught courses on economic development, project appraisal, and the need for institutional development in a modern industrial state. In addition to having written a number of country economic studies, he has coauthored a book (with Dwight Perkins and Yoo Jung-ho) on industrial policy in Korea and two books (with Michael Roemer) on project appraisal. Stern received his MA and PhD degrees in economics from Harvard University.

Managing Editors:
Carrie LaCrosse was named as a Presidential Management Fellow at the Kennedy School in 2005. Ms. LaCrosse will receive her KSG Master in Public Administration with a concentration in macroeconomics in June 2005, which will complement her 1998 Master in Community and Regional Planning from the University of New Mexico and her professional certification from the American Institute of Certified Planners. Prior to Harvard, Ms. LaCrosse worked for nine years as an urban planner for the City of Santa Fe, managing regional land use and transportation planning projects. She is skilled in program and fiscal management, and has considerable experience managing public participation in government. Ms. LaCrosse will continue her work in public service upon completion of her Harvard degree, expecting to work for the US State Department in Washington, D.C.

Senior Editors

Myung-Hwan Cho is a professor at the Department of Biology at Konkuk University in Seoul, South Korea. His Master in Public Administration degree at the Kennedy School at Harvard University will complement BS and MS degrees from Konkuk University and a PhD in Microbiology and Immunology from the University of Arizona. Prior to his position as a professor at Konkuk University, he was a visiting scholar at Stanford University where he worked with Nobel Laureate Baruch Blumberg. Mr. Cho also served as CEO of Nexolbiotech Inc. He has been recognized as "A Scientist of the Year" by Seoul Daily and "A Person of the Year" by Ministry of Public Health. He is interested in transforming University-Industry-Government relations to promote technological innovation and economic development in the knowledge-based economy.

Jules Delaune also served as an editor-in-chief of the Kennedy School Review. Dr. Delaune has been a physician for 28 years, and has worked in private practice, residency-training programs, and for the past twelve years in the managed care sector. He is a graduate of the University of Texas at Austin, Baylor College of Medicine, and the Tulane University School of Public Health and Tropical Medicine. His academic and policy interests involve government health policy and the uninsured. Dr. Delaune anticipates receiving a Master in Public Administration degree from Harvard University's John F. Kennedy School of Government in June 2006. He currently lives in Kingston, Massachusetts.

Hyekyung Kim is a fellow in the Edward S. Mason Program in Public Policy and Management at Kennedy School of Government and is expected to receive an MPA degree with a concentration in leadership in June 2005. Prior to KSG, Ms. Kim served as General Secretary of Global Civic Sharing, a Korean-based development NGO working in Asian countries. She started her career as a volunteer with the Citizens' Coalition for Economic Justice and later became the coalition¡'s Director of International Affairs. She served as Executive Secretary of the Asia Pacific Civil Society Forum and as Research Director of the Asian Institute for Civil Society Movement. Upon completion of her studies at KSG, she plans to continue her work in global development and civil society empowerment. Ms. Kim holds a BA from Seoul National University and an MS in Computer Science from Boston University.
 
Associate Editors
Joe Buzzella is a U.S. Coast Guard officer and aviator. He was selected to attend Harvard University to earn a Master in Public Administration that will complement his 2003 Master in Quality Systems Management with a specialization in Homeland Security from the National Graduate School. He is a 1992 U.S. Coast Guard Academy graduate with a BS in Management. His assignments have been aboard the CGC Spencer, Navy Flight School, Air Station Miami, and Air Station Cape Cod where he has been engaged in homeland security, drug interdiction, illegal immigration prevention and search and rescue, among many other missions. After graduation, he will be assigned to the Department of Homeland Security, detailed from the US Coast Guard, and will focus on national security analysis.

Kyuchong (KC) Choi is an MPA candidate at the Kennedy School. Prior to KSG, he worked for the Ministry of Commerce, Industry and Energy (MOCIE) of the Republic of Korea as deputy director.  His expertise lies in technology and energy policy. He holds a BS and MS in control and instrumentation engineering from Seoul National University. He also earned a BL from Korea National Open University and SPURS (Special Program on Urban and Regional Studies) certification from MIT.  After graduation, he will return to MOCIE.

Eric Ciliberti is expected to receive an MPA degree from Harvard University's Kennedy School of Government in June 2005. Prior to attending Harvard, he worked in The White House Office of Intergovernmental Affairs for several years serving as the direct liaison to county elected officials throughout the country. Mr. Ciliberti also worked for the Ministry of Interior in Baghdad, Iraq, helping to develop border security policies with Iraqi officials. Mr. Ciliberti has prior work experience in the non-profit sector as well as on Capitol Hill. Eric holds a Master in International Affairs from the London School of Economics and a Bachelor of Arts degree in Political Science from the University of Maryland. Mr. Ciliberti serves as a Commissioned Officer in the United States Navy Reserves in the military intelligence sector.

Christopher F. Egan will return to his position as President of Carruth Capital, LLC, after completing his Master in Public Administration at Harvard's Kennedy School of Government in June 2005. As president of one of New England's top 10 commercial real estate companies, which owns and manages 38 properties encompassing three million square feet, Mr. Egan has strategic and bottom-line responsibility at Carruth. He is active in the New England community, dedicating his service as a board member for Fallon Community Health Care, the largest not-for-profit HMO in Central Massachusetts, and for UMASS Memorial Healthcare Inc, the largest not-for-profit hospital network in Central Massachusetts. He holds a BS in electrical engineering from University of Massachusetts.

Yoonsun Han is a Master of Public Policy candidate at the Kennedy School of Government at Harvard University. She is expected to graduate in June 2006. Prior to attending graduate school, she worked as a research assistant at the North Korean Economy Division of the Korea Development Institute (KDI) in South Korea. Her main interest lies in social policy, especially in the field of welfare and education. She holds a B.A. in economics at Wesleyan University, CT.

Jong Joo Lee is an MPA candidate in Public Administration and is expected to graduate in June, 2006. She worked for the Ministry of Unification (MOU) of the Republic of Korea from 1998 to 2004. As a Deputy Director at the MOU, Ms. Lee managed cooperative economic projects between South and North Korea, such as the Mount Geumgang Tourism venture. She also participated in inter-Korean negotiations on a wide range of issues, including the enactment of an investment protection agreement. With such hands-on experience and an in-depth understanding on North Korea, Ms. Lee has developed a policy concept for the establishment of national security through economic cooperation between the two Koreas.

Michael Rigas enjoyed a career in the investment management and banking industry prior to attending the Kennedy School of Government at Harvard. At Brown Brothers Harriman, Michael was a specialist on corporate actions in Korea as well as other markets in Asia, Latin America, the Middle East and Europe. As a Manager and Assistant Vice President at Mellon Financial, Michael oversaw the streamlining and consolidating of operations in the US, London and Netherlands operations of Mellon Financial and its affiliates. In addition to his 2005 Master in Public Administration from Harvard University, Michael also earned bachelors and masters degrees in economics from Boston University, specializing in international trade and finance. He lives in Boston and is an active member of his community.

Logan Stanton completed eight years of service as an Infantry officer in the United States Army.  He served with the 101st Airborne Division (Air Assault) at Fort Campbell, Kentucky, and 1st Battalion, 506th Infantry (Currahee) in the Republic of Korea. His most recent assignment was with 3rd Ranger Battalion, 75th Ranger Regiment, an element of the U.S. Army's Special Operations Command (SOCOM). He served in combat in both Iraq and Afghanistan. Mr. Stanton holds a BS in political science with a certificate in international relations from the University of Utah and a Master in Public Administration with a concentration in negotiation and conflict resolution from the John F. Kennedy School of Government at Harvard University.

Lawrence Verbiest recently completed twenty-two years of service as an officer in the United States Army. His military service included serving in the Republic of Korea, as well as serving on the Staff and Faculty at the United States Military Academy at West Point, New York, and commanding a tank battalion at Fort Knox, Kentucky. Mr. Verbiest is enrolled in the Mid-Career Master in Public Administration program at Harvard University's John F. Kennedy School of Government. He holds a BS from the United States Military Academy and a MA in International Policy Studies from Stanford University.

Humphrey Wong earned a Bachelor's degree in Physics from UC Berkeley and a PhD/MS in Physics from the University of Illinois. He worked for over 20 years at Eastman Kodak in research and development, including projects in Brazil, Mexico, and China. He recruited PhDs for Kodak and was a board member of Kodak's Asian-Pacific-American employee network. He was President of the Rochester Chinese Association, taught physics at the Rochester Institute of Technology, mentored city kids interested in science and math, and raised funds to end lead poisoning in Rochester. With an MPA from the Kennedy School of Government, he hopes to pursue the sustainable use of science and technology to help the underserved through astute public policies.

Katherine Nami Yoon is a Master in Public Policy candidate concentrating in human resources, labor, and education at the Kennedy School of Government, Harvard University. In the 2004-2005 school year, she served as a Co-Chair of Korea Caucus. Prior to KSG, she worked at Samsung as a Quality Assurance Officer (Project Management) in the Manufacturing Development Department. In addition, for the Human Resources Department, she worked on initiatives that addressed the gender inequality, compensation and corporate HR policies. She holds B.E. in computer engineering from Kyunghee University, Republic of Korea.
