National legislature >

Parliament is bicameral.  The lower chamber of parliament is the National Assembly, or Drzavni Zbor, with 90 members directly elected for a four-year term by a qualified form of proportional representation. The upper chamber of parliament is the Council of State, or Drzavni Svet, with 40 members elected for five years, and with the power to initiate and delay legislation. 22 of the members of the Council of State represent local interests; 12 are evenly divided between employers, employees and the self-employed; and 6 represent non-profitmaking activities.  The National Council is mainly an advisory body.
