Electoral system > |
The electoral law passed in November 1999 defined a system in which most
deputies are elected from multi-member constituencies. Out of the 151
members of the Chamber of Representatives, 140 are elected from ten
constituencies, each electing 14 deputies. A further five seats are
reserved for national minorities (including one for the Serbs, Hungarians
and Italians), as well as a variable number of seats --but not larger than
14-- for Croats living abroad (tying the number of deputies' seats for
this particular group to the global turnout of the election). The December
1990 Constitution established that the number of seats in Parliament must
not be larger than 160 nor smaller than 120. Universal suffrage from age 18. |

A
coalition government comprising the Social Democratic Party (SDP), Croatian
Social Liberal Party (HSLS), Croatian Peasant Party (HSS), Istrian
Democratic Assembly (IDS), Liberal Party (LS) and Croatian People's Party (HNS)
was formed on January 27th, 2000. The IDS left the government in June 2001. The
government survived a confidence motion in mid-July. It
was infighting in the coalition that led Racan to step down in July 2002.
However, he was quickly asked by President Mesic to form a new government
and press ahead with reforms. |
