As noted in the application instructions to the Kennedy School of Government, many of the degree programs require applicants to take the GRE (Graduate Record Exam), GMAT (Graduate Management Admissions Test) and TOEFL (Test of English as a Foreign Language).

Information on the location of testing centers for the GRE in your country can be found on the GRE website: http://etsis4.ets.org/tcenter/cbt_fr.cfm.  If you do not see your country on this list, this may be because only paper-based tests are offered in your country: http://ftp.ets.org/pub/gre/01736_pbtclist.pdf.  If you are still unable to find a test site in your country, the test may not be offered.  This may require you to plan your exam far in advance, including travel to another country to take the exam.
